This is great news and a laudable move to incentivize younger citizens to engage in arts and culture -- and remind them that the arts have a place in everyone's civic life. 

The Independent reports that the scheme is going to cost the Italian government €290 million.

“The initiative sends a clear message to youngsters, reminding them that they belong to a community which welcomes them once they come of age,” Tommaso Nannicini, the junior minister overseeing the policy, told Corriere
